Cesar is a scheduling subject matter expert with over twenty years of experience in planning techniques, cost control engineering, and magnitude of estimation for refineries, gas processing units, upstream operations, and petrochemical facilities. He is an advanced user of industry-leading software applications such as Primavera P6, Deltek Acumen Fuse/Risk, Power Bi, MS Projects, and Safran Risk.
Throughout his career, Cesar has worked with contractors and EPC companies in planning and scheduling construction activities, preparing and implementing physical progress measurement reports, and performing qualitative & quantitative risk analyses.
In addition to being a seasoned planning & scheduling professional, Cesar is an Oracle Partner, and he conducts P6 deployment training seminars within the construction industry.

Project Controls Manager, Lead Planner, & Subject Matter Expert
Cesar was appointed as the owner’s lead scheduler and subject matter expert on numerous megaconstruction projects in the refinery & petrochemical, and onshore and offshore energy production industries. Cesar routinely performed schedule forensic analyses, qualitative risk assessments, and earned value analyses, and he audited physical progress systems to ensure rules of credit were accurately implemented. Further, Cesar was the department instructor for planning, risk, progress, & earned value. He also conducted conferences as SME for software applications such as Acumen Fuse, P6, and proprietary physical progress systems. Cesar also authored various project planning procedures & guidelines and trained and mentored teams on emerging technologies.
As a lead scheduler, Cesar has vast experience with different planning techniques, including project master “top-down” schedules (Level 1) to control level schedules (Level 3). Project executives rely on Cesar’s bespoke dashboard reports to identify problem areas that need improvement. These reports include a 90- day look ahead, float analyses, procurement/contracts schedule illustrations from vendor drawings, and delivery & set equipment dashboards. In addition, Cesar facilitated and coordinated schedule review workshops for all packages to ensure their activities and processes aligned with Level 3 schedule expectations.

Onshore Crackers, Offshore Spars, LNG, & Flare Projects
Cesar defined processes and procedures for scheduling disciplines, and he coordinated and administered the project plan to ensure the department and project objectives were met. He verified that the contractor’s baseline and re-baselined schedules aligned across business units to achieve contract compliance. Cesar worked across department discipline leaders to create a project “Black Book” template for various projects, including but not limited to offshore spars, onshore crackers, and LNG plants.
Refinery Expansions, Furnace/Boilers, & Offshore Projects
Cesar was appointed as the project scheduler on multiple refinery expansions, flare gas recoveries, and offshore projects, whereby he prepared a phase three schedule and cost reports. He managed the earned value management system and prepared various project status reports containing overall progress, detailed progress, and physical progress curves. Cesar routinely updated the project schedule, capturing completed activities and preparing a two-week lookahead and critical path schedules. Further, Cesar developed a phase four schedule, and he created & modified logic milestone trains.
