Biography

Roland Chartouni is an Electrical Engineer that specializes in plant and facility engineering, design, planning, construction, startup & operations support, and related insurance claims services. With over 32 years of experience, Roland provides support for complex electrical claims analysis as well as forensic schedule analysis to provide clear demonstration of complex delay, disruption and acceleration matters in relation to insurance claims on Delay in Start-up (DSU) and Business Interruption (BI) policies. Roland has extensive construction knowledge from prior roles as Project Engineer and Engineer of Record for multi-discipline Engineering, Procurement and Construction (EPC) firms. Roland’s decades of successful execution of turnkey projects allows him to carry out complex and detailed electrical MTO (Material Take Off) exercises as well as thorough delay analyses with well-supported findings that are clearly communicated in reports used in arbitration, litigation, and mediation. Roland has a BSc in Electrical Engineering and an MS in Engineering.

INSURANCE CLAIMS

Gulf Coast Refinery – Hurricane
The owner converted an aged refinery to a midstream oil export terminal after sustaining significant hurricane flood damage. Roland produced an AACEI class 4 EPC estimate for the replacement of the electrical equipment. This included medium and low voltage switchgear/motor control centers and field instrumentations associated with the flood loss.

New Mexico Midstream Processing Facility
An explosion occurred on gas processing facility which impacted the high-pressure feed, sour gas processing, and exit gas delivery equipment. Roland produced labor estimates associated with re-building the electrical system damaged in the explosion.

East Coast Refuse Derived Fuel Generating Plant
An east coast facility that converted solid waste into refuse derived fuel that is burned to generate electricity experienced a fire that spread quickly throughout the facility causing extensive damage to structures, conveyors, fire suppression and electrical equipment. Roland produced labor estimates associated with re-building the electrical system damaged in the trash processing plant and participated in producing a AACEI class 4 EPC schedule for re-construction.

California Solar Farm – Inverter Fire
A solar farm experienced a significant flooding event which caused damage to modules, electrical components, and inverters. Roland assisted with the investigation of property damages and in a root-cause analysis on an inverter that caught fire around the same time as the weather-related event.

Ohio Solar Farm – Cable Failures
A Midwest solar farm experienced a large number of cable failures during the commissioning of the inverters. Roland led a root cause analysis on the cable failures and opined on means and methods of repairs.

Project Engineer & Engineer of Record
Roland has performed the duties of Project Engineer & Engineer of Record on dozens of facilities over a 33-year career including upstream (onshore / offshore drilling, production), midstream (pipeline, salt dome storage, LNG) and downstream (petrochemical, refineries). Duties included detailed engineering, design, planning, scheduling and direct participation (or oversight) for procurement, construction, commissioning and startup activities.

BP Mad Dog, Phase 2 Project – Design
BP Mad Dog Phase 2 is a deep water, semi-submersible facility in the Gulf of Mexico where Roland was appointed as the lead electrical engineer responsible for the design of the electrical distribution and protection system for the entire offshore facility. The distribution system included the 13.8KV, 4.16KV, 480V and DC/UPS systems switchgear and panels located in electrical pressurized buildings. Roland’s contributions ensured the successful completion of the project on-time and under budget.

Maersk Peregrino FPSO Topsides Facilities Project – Design/Procurement
The Maersk Peregrino FPSO topside facility project is an offshore floating production storage and offloading vessel in Brazil. Roland was assigned the Engineering Manager responsibilities for the design and procurement of the electrical module for the FPSO. He was responsible for the design and procurement of a four stories electrical building housing, the electrical and distribution equipment consisting of medium and low voltage switchgear, motor control centers, DC UPS systems and batteries. Roland specified, purchased, and inspected the equipment, as well as, provided assistance and oversight in the building’s installation and commissioning. Roland’s contributions ensured the successful completion of the project on-time and under budget.

Murphy E&P Company, Medusa Spar Project, Design/Procurement/Installation/Commissioning
The Medusa Tower Spar project in the Gulf of Mexico is a deep-water oil production facility. Roland was the Electrical Engineering Supervisor directing the work associated with the engineering, procurement, inspection, testing, installation commissioning and start-up of the electrical systems. The electrical systems consisted of power generators and distribution of medium and low voltage systems. Roland’s contributions ensured the successful completion of the project on-time and under budget.

Ras Laffan LNG, North Field Offshore Expansion Facilities – Design/Procure/Commissioning
The North Field Offshore Expansion Facilities project is comprised of eight offshore facilities in Quatar consisting of one central complex of platforms/risers/living quarters and seven remote wellhead platforms. Roland was the Lead Electrical Engineer responsible for the design, procurement, testing and commissioning of the electrical systems. His responsibilities included the design of the electrical generation and distribution systems, electrical buildings, and subsea electrical/fiber optic cables to the wellhead platforms and to shore. They also included the relay coordination system for the entire project. Roland’s contributions ensured the successful completion of the project on-time and under budget.

Sakhalin Energy Investment Co., Sakhalin II Project – Design
The Sakhalin II Project is an offshore production facility now located off Sakhalin Island, Russia. Roland was the Lead Electrical Engineer responsible for enhancing the production of the original drilling caisson by adding generators and distribution equipment. His responsibilities also included inspecting the drilling facility in the Beaufort Sea and reporting as to the feasibility of relocation to Singapore as an oil production facility. The project was deemed feasible and successfully redesigned and moved to its new location. Roland’s contributions ensured the successful completion of the project on-time and under budget.
